Run the size budget, the tests and the bundle as CI for src.rest

forge attest runs .forge/ci in a clean worktree of each commit and signs the
result into refs/notes/ci; forge push sends it with the branch. The script
runs deno task size, deno task test and deno task bundle, the same gates as
the Pages workflow plus the tests.
