wrangler-action installs wrangler with a bare npm install into the checkout, and npm cannot graft onto the Deno-managed node_modules layout at the repo root (arborist crashes). npx keeps wrangler in the npm cache and pins the current major. The idempotent project-create keeps first deploys working without a dashboard step.
