fix(ci): publish from a clean tree after validation steps

Dami committed Jul 187dd121a

The reference build and test steps regenerate apps/reference/deno.lock
in the runner checkout, and deno publish aborts on the dirty tree (the
0.4.0 tag run failed on exactly this). Tracked modifications reset to
the tagged commit before publishing so the dirty check keeps guarding
real anomalies.
