feat(site): add Docusaurus docs site with generated API reference and llms.txt

website/ renders the existing docs/ markdown unchanged (spikes and
contributor-internal files excluded), ports the lofi-site landing page as
the homepage, and serves an API reference generated from deno doc --json
over the shared JSR entrypoint catalog. llms.txt and llms-full.txt are
generated from the same manifest that drives the sidebar, so the deployed
corpus always matches the published docs. site.yml builds on PRs and
deploys to the Cloudflare Pages project behind lofi.host on main pushes.
