perf: remove 33ms sleep throttle — encode as fast as possible

Replaced artificial 33ms throttle with yield_now() for scheduler fairness.
The openh264 encode time (~24ms at 1080p) is the natural rate limiter.
H.264 decode/JPEG re-encode pipeline is back and working.
