The guard has never compiled anything. Windows runners default to PowerShell,
which parses the backslash line continuation as an incomplete unary operator
and fails the step in 21 seconds:
ParserError: Missing expression after unary operator '--'.

So the job that exists specifically because "Windows had never been compiled
anywhere before this" reported failure without reaching cargo. Pin `shell: bash`
so both matrix legs run the same commands.- commit
